This is now a legal requirement along with two warning triangles and a spare set of light bulbs but I'm not sure what the obligations of the hire car companies are.

You should insist on them being provided because if you are stopped and cannot produce them it is you who will be fined.

You MUST also respect the seating capacity of the vehicle and only carry the number of passengers shown on the ficha técnica regardless of their age.

Children under three must be in a child seat and between three and twelve must have a booster seat. This is obviously not the responsibility of the hire company although they may be able to provide them at extra cost if requested.

Our guests always use Helle Hollis "Friends and Family" scheme, and there are always two triangles and two vests , still in their wrappers, in the boot.

Unfortunately in the boot isn't good enough. The law states that they have to be within the car as technically you would be breaking the law going to the boot to retrieve your vest.

And before you say 'yes but you can put it inside the car once you have picked it up' it's not the main thing on people's minds when they pick the car up, that is in fact if they are aware of the law.

I used to be a member of one of the UK emergency services (I'm not saying which) and when I retired I somehow found myself in possession of two standard issue, heavy duty reflective jackets but because they do not have an EU stamp on them they are not acceptable to the Spanish authorities.

Instead I have to buy inferior quality rubbish at inflated prices that have far less reflective qualities and, most certainly, a shorter useful life.

No doubt some government minister has a third cousin, twice removed, who is in the business of manufacturing them!
